You will be in charge of the groups in your state, as being the first one,
and it would be up to you and who ever you decide to work with, at least in the
first year, as we need to work with at least one other person, and can have as
many as 12 in one group, and as many groups as we want, but can only have
one vote in each one.
After that, for life, you should remain as one of the State or area Board
members. State board members from different states, would elect a Representative
each year, besides yourself, to work with other states, and representatives of two
on an International Board.
The other person should be elected by your group or in the groups anew after each year. The only requirement to stay in good standing for all groups, is that they
decide on at least one good project to be able to be a help to others (hopefully
where you see the greatest need of the people) and that you work by the ethics
of the universal Golden Rule, which can be found not only in most religions but
even among good non-believers, who can see the Golden Rule of treating others
with equal fairness, as the best way for all people to live together. You also need to agree to meet for a meal, potluck, at least once a year, More often as needed for any project you decide to work on.
Will look forward to seeing if you can find up to 12 people who are sincere
in wanting to have such a group. To tell you the truth, it took me and Rachel all year
to convince 12 people to come to our first annual potluck meeting. Where we elected
an overseer, a secretary and a treasure for the next year. Since some did not know
the others, we put little verses like "God is Love" Non-violence is better than violence"
etc. on each slip of paper, for the number of people in the group, and on one we also put Chairman, on another Secretary and on another Treasure, for the next year, and then drew the pieces of folded up paper from a jar.
If anyone got any office they didn't want they could put it back in the jar and that worked out good for us, may or may not for you. Next year those in our group will hopefully know each other better, so we could just have volunteers and vote for offices. We let it be known that nobody had to use their last name, just so long as the chairman knew how to contact them. In this way no one will be able to misuse our group, and we
will still have a network of many groups to help make our world better, not worst,
as it seems to be going, at present. Either way such a group is needed, at least for net-working, and mutual help. This way people of all beliefs, so long as they accept the Golden Rule, can work together.

Your own state website you could make for free by going to www.webs.com or you can remain on ours. There are grants available by going to www.governmentgrants.gov that are available only to state-licensed non-profit groups. If you want to officially make a state non-profit group. Our State of California cost us a couple hundred dollars, You apply to your Secretary of State. Let us know if you do this and we can give you some more pointers.
